Sheff Wed Faces Serious Challenges, States Football Regulator

'Our role is integral to football's future' - football oversight chief the new chairman

The Championship club's current difficulties are seen as a "significant problem" and the independent regulator is looking to gain the ability to examine team situations in comparable cases, the recently named head the regulator has declared.

In a wide-ranging interview, the chairman, who was named to the position this week, showed understanding towards supporters of the Owls.

The regulator engaged with four supporters' associations associated with the Championship side this week.

The Championship side have been struggling on and off the field in the current year, with the club delaying salary disbursements on several different times, including in September.

"Evidently Wednesday represents a serious issue for football authorities and a substantial concern for English football," the chairman stated.

"The club represents one of the historic institutions for English football and recently we have met fan representatives.

"Our aim is to acquire the ability... which will allow us to have Wednesday and comparable cases brought to our attention if they warrant scrutiny and acted upon."

Financial Struggles and Leadership Concerns

The team's struggling chairman the Thai businessman stated during the off-season he would be prepared to relinquish control at their home ground, but he has been unable to finalize an agreement with potential new owners.

Failure to pay player wages on time in March and May caused limitations by the football authorities in summer, stopping Wednesday from completing any transfers or loans for the subsequent signing windows, although that restriction was lifted in late summer.

Authority's Position

The regulator explained: "The position was created for the fans of Sheffield Wednesday, other clubs in similar situations where fans are dedicated to a regional establishment that has been part of their lives in numerous instances.

"I fully appreciate the team's plight, as I do for each organization that in modern times have encountered failure, or been close to going to the wall, for causes separate from the supporters."

Inquired if the oversight body could require an chairman to relinquish a club if they are considered unfit, Kogan said: "If your question is 'would we intervene in the final instance?', the answer is once we gather the evidence and understand the situation, we will."

But the chairman emphasized that compelling proprietors to divest clubs would be treated as a "last resort" and the authority would rather to collaborate with owners.

"The final option we would consider is commence engagement with an individual club, an individual owner, without being in a position to cooperate with that owner to try and resolve the issues that the club's facing and the chairman's encountering," Kogan said.

"In actuality, when you examine the past of football, over the last 20 or 30 years there have been certain proprietors, not many, but particular people who have shown negligence in the manner they have operated their clubs and ultimately decline to assume obligation for the coming years."

'If we get it wrong, extraordinary progress vanishes'

Kogan met with delegates from multiple organizations to lay out the remit of the regulator on Wednesday and maintained it represented a "forward-thinking discussion" with a "significant participation" from the lower divisions to the top flight.

"The role holds considerable importance, because if we get it wrong, if the football community fails, the significant advances achieved might evaporate rapidly," Kogan said.

"This represents everyone's worst fear in the realm of domestic football is a substantial accomplishment - we need to continue the progress.

"Considerable investment flowing into the game and has come into football for the recent generations, because certainty is lacking it will keep flowing into the sport, which is part of the rationale behind I think we have to maintain a focused outlook on potential dangers and naturally, of the next two or three years."

Elite Division Worries

The Premier League opposed the establishment of an oversight body because of concerns about detrimental effects on the elite division's competitive balance, but the chairman responded: "I completely endorse the achievement and development as an commercial operation of the elite league.

"Being fully aware of the apprehension regarding damaging the Premier League as a premium product of England. But concurrently, if you talk to the Premier League after this week's discussion, they would have had a significant degree of comfort -and, indeed, they have been telling us in private they have a considerable comfort."

Political Connections

The regulator remains subject to a "comprehensive investigation" by the public appointments commissioner after he disclosed making donations to the political party in 2020.

The chairman contributed funds to government minister Lisa Nandy's leadership campaign, along with that of the government leader.

"I've been completely open about my former ideological connection [with Labour], and that ideological connection terminated the day the select committee approved my appointment," the regulator explained.

"I am no longer involved in any sort of politics."
